Bad guy. Seriously, like from a Pearl White movie. Ties people to train tracks with dinky music playing in the background. Has a cybernetic eye that can shoot laser blasts. Southern gentleman type (reminds me of a young Dabney Coleman - Bob). Must be quite crazy as he wants to marry the Queen to rule her empire...
